Does this dress need an under skirt

The dress is beautiful . Very good value for money the detail
And material . Lovely style of dress just what I wanted only Issue is that I ordered a 14 and it comes in under size more like a 12 and the dress is slightly to small . I have decided to get this altered myself as it will be a lengthy wait with shipping etc . Plus reading reviews it seems to be a hassle trying to get returns changed . I should of sent my correct measurements so people take note as the sizes do come in small . I would order again but ensure I send in correct measurements . I am normally an exact 14 so lesson learned . I haven't been able to post a pic in it and hoping I can get taken out to my size without a problem as all in all it's a beautiful dress and I am looking forward to wearing it for my wedding day .
